Refinement Group Mission Statement
To develop a General Plan for Monterey County that meets the needs of our diverse community for current and future generations by encouraging freedom of housing and job opportunities while balancing community growth, the environment and property rights, and promoting the viability and vitality of agriculture, hospitality, business and other industries.

REFINEMENT GROUP CORE VALUES
Following are the principles that guided the Refinement Group in its review and refinement of the GPU:
1. Utilize the 12 Guiding Objectives.
2. Provide a GPU that is capable of being successfully implemented given the County’s financial constraints.
3. Avoid regulatory duplication- If there is an existing federal, state or local agency with jurisdiction over an activity or resource, do not add another layer of regulation.
4. Support local businesses by providing for an adequate supply of workforce housing with minimal red tape.
5. The County should not dictate policy to cities. Instead, establish a process that will encourage the County to enter into cooperative agreements with the cities that foster mutual respect for their respective jurisdictions.
6. Promote improvements to the region’s road system that are feasible and adequate to meet the needs of the County’s residents and major industries- agriculture and tourism.
7. Don’t invent unnecessary levels of regulation not required by federal or state law; reduce regulatory interference in the lives and business activities of those who live and work in the County.
8. Strike a reasonable balance between the constitutional rights of landowners and the County’s police power.
9. The GPU should not invent new or expanded categories of protected resources, such as “all native plants” or an expanded definition of “critical habitat.” Protection should be limited to state and federal listed, threatened and endangered species.
10. Strive for clarity and internal consistency of language among policies, definitions and text, from element to element. |
